    A collaborative agreement, when used, is a formal arrangement between an ARNP and a licensed physician. Washington does not require a written collaborative practice agreement for ARNPs.

    The Cost of Getting This Wrong

    Washington's full practice authority is clean and well-defined. The enforcement risk areas are specific and avoidable — if you know they exist.

    Prescribing opioids without the required 4-hour CE. Washington requires all opioid prescribers — including ARNPs — to complete a one-time, four-hour CE course on best practices in opioid prescribing before prescribing opioids. This is a prerequisite, not a renewal CE requirement. Prescribing opioids before completing this course is a violation of WAC 246-840-300. Many ARNPs obtain their Washington license and begin practice without realizing this one-time CE must be completed first — it is tied to prescribing practice, not to the licensure process itself. The course must be completed before your first opioid prescription — not after, not simultaneously.

    Prescribing without individual PMP registration. Washington law requires any provider who intends to prescribe opioids to register individually with the state's Prescription Monitoring Program. PMP access through your organization's EHR integration does not substitute for individual registration. Missing individual registration is a compliance violation regardless of whether your organization has met its own PMP integration requirements. Your employer's system access and your individual practitioner registration are two separate legal obligations — both must be satisfied.

    Paper prescriptions for Schedule II–V. Since January 1, 2022, all Schedule II–V controlled substance prescriptions must be transmitted electronically in Washington. Paper prescriptions are only permitted under specific exception conditions such as system outages, out-of-state pharmacies not equipped for electronic transmission, and certain FDA-restricted drug programs. Failing to comply with the electronic prescribing mandate is a regulatory violation regardless of whether the pharmacy accepts the paper prescription. Convenience is not an exception — technology failure is.

    Full Practice Authority: What It Means (And What It Doesn't)

    What Washington law permits. Washington grants ARNPs full practice authority under RCW 18.79.250 and WAC 246-840-300, one of the three broader practice environment categories used to describe what licensure laws permit for np practice. You may evaluate and diagnose patients, order and interpret diagnostic tests, prescribe Schedule II–V controlled substances within your scope of practice, and practice in any clinical setting without physician supervision, collaboration mandates, or board-filed agreements of any kind.

    What governs your practice. In the absence of a physician oversight framework, your practice is governed by your ARNP license scope as defined by the Washington Department of Health, Washington nursing licensure laws and practice authority rules tied to the state board and state board of nursing / board of nursing, your national certification standards (ANCC, AANP, or equivalent), your DEA compliance obligations, and Washington's specific opioid prescribing requirements. These replace the physician-oversight structure entirely.

    What does not change. Under state law, Advanced Registered Nurse Practitioners must practice within their specialty and population focus. Full practice authority does not permit you to practice outside your certification — an Adult-Gerontology Primary Care NP cannot independently manage pediatric patients simply because Washington is a full practice state. Scope violations remain violations, and independence does not excuse them.

    Collaborative Practice Agreements (CPA) Content Requirements

    Washington has no collaborative practice agreement requirement under state law, but some arrangements are still used for high-acuity or complex patient care, payer rules, internal risk management, or Medicare reimbursement and similar credentialing needs. You do not need physician oversight to practice, prescribe, or manage patients independently, including prescribing medications and managing medications as part of treatment. For NPs who pursue voluntary physician collaboration — for credentialing, institutional, or specialty reasons — a well-structured agreement should include:

    • Identities and Credentials — Full legal names, Washington ARNP license numbers, DEA registration numbers, national certification details, and specialty designations

    • Scope of Arrangement — Clear definition of the clinical scope covered and the nature of the collaboration (consultative, credentialing-based, specialty-specific, or institutional), including whether the arrangement is intended to define or limit the NP’s scope to reduce liability

    • Consultation Protocols — How and when the NP will contact the physician, expected response times, escalation procedures for urgent clinical situations, and when the ARNP will consult or refer to physicians or specialists for complex cases and patient care needs

    • DEA and Controlled Substance Acknowledgment — Confirmation that the NP holds a current DEA registration and has completed both the one-time 4-hour Washington opioid CE and the federal 8-hour MATE Act training

    • Quality Assurance Processes — Chart review schedules and outcome benchmarks; important for credentialing bodies even when not state-mandated

    • Term and Termination — Start date, renewal terms, and a minimum 30–60 day notice period for either party

    • Signatures and Dating — Original dated signatures from both parties to support arrangements used to provide patient care in complex settings

    Controlled Substance Rules

    Washington ARNPs have full, independent prescriptive authority for Schedule II–V controlled substances within their scope of practice. The compliance framework:

    Federal DEA Registration — Apply through deadiversion.usdoj.gov. Allow 4–6 weeks for new applications. Renews every three years at $888. Address-specific — update with any practice location change. Washington does not require a separate state CS registration beyond your active ARNP license and DEA number.

    One-Time 4-Hour Opioid CE — All Washington prescribers intending to prescribe opioids must complete a one-time, four-hour CE course on best practices in opioid prescribing before beginning opioid prescribing. This course covers risk assessment, treatment agreements, PMP use, and prescribing guidelines. It is not a renewal requirement — it must be completed once, before your first opioid prescription. This is a Washington-specific prerequisite separate from the federal MATE Act training.

    Individual PMP Registration — Washington's Prescription Monitoring Program is administered by the Department of Health. Individual registration is mandatory for any provider intending to prescribe opioids. For organizations with 10 or more prescribers, EHR integration with the state PMP is required at the organizational level — but this does not eliminate the need for individual provider registration.
